State of
Michigan Press Release
Granholm, MEDC Announce New Fund to Help Auto Suppliers Diversify
Program will help companies expand into emerging markets
FOR IMMEDIATE RELEASE
Contact: Bridget Beckman, MEDC
May 20, 2009
(517) 335-4590
LANSING – Governor Jennifer M. Granholm and Michigan Economic
Development Corporation (MEDC) President and CEO Greg Main today
announced the Michigan Supplier Diversification Fund, a
multi-faceted initiative designed to help Michigan manufacturers and
auto suppliers diversify into new emerging sectors such as
alternative energy, homeland security/defense, medical instruments
and aerospace.
“No state is working harder to diversify its economy, help
businesses grow, and create and retain jobs,” Granholm said.
“Despite these challenging economic times, especially in the
automotive industry, there are many opportunities available in
high-growth economic sectors such as alternative energy, and we are
committed to helping those in the automotive industry succeed in new
areas.”
The Michigan Strategic Fund (MSF) board today established the
initiative to assist with the MEDC’s ongoing diversification
strategy. The first program launched under the Michigan Supplier
Diversification Fund, the Michigan Loan Participation Program, will
address the current lack of bank financing available to companies
that are attempting to diversify. Under the loan program, the MEDC
will partner with private lenders to offer loan participations with
little or no interest payments for a specific period of time.
The MSF board approved allocation of $12 million to purchase a
portion of a loan from a lender and offer a grace period to
suppliers initiating diversification projects for up to 36 months.
The participating lending institution will be considered the “lead
bank” and will retain no less than 50 percent of the total loan
balance at all times. The maximum participation by the state will be
$500,000, except in the case where it’s determined that the project
provides unique and high-level economic development or job-creation
benefits to the state.
To be eligible for the program, a company must fall under the
definition of a firm eligible to receive a MEGA tax credit. A
business must also be engaged with a private lender for the purpose
of acquiring a commercial loan for a diversification project and
must exhibit a cash-flow shortage according to the lender’s
analysis.
“Stabilizing suppliers in Michigan is paramount to our economic
diversification strategy,” MEDC President and CEO Greg Main said.
“Using these funds to loosen credit markets will allow many
potential diversification projects to proceed, which will in turn
bring jobs and investment to our state.”

Development Director at 248-347-0583 or via email.
Obama faces tough test
with manufacturers
(May 20, 2009)
Manufacturers in Michigan and throughout the United States are
still not sure what an Obama presidency means for them and say that
several tests of what was expected to be a rocky relationship lie
ahead. Four months into President Barack Obama's first term and with
a Democratic-controlled Congress, they're watching for signs on how
he will handle the nation's expiring blueprint for highway spending,
three pending trade bills, climate change and health care reform.

Wind turbines
generate Michigan job hopes
(May 7, 2009)
The latest auto industry downturn had nearly halted production
on the factory floor. The plant, which made high-tech machinery for
car and truck plants, was limping by with only five workers. And
parts orders were drying up. But today, the cavernous,
two-story factory is ramping up production of another sort, churning
out wind turbines to meet a fast-growing demand for this renewable
power source. MasTech has restored its workforce to more than 40
employees -- hiring many former auto workers -- with plans to grow
as the firm seeks to meet a 2,500-unit back order.

NOVI, Mich., May 1, 2009 – On April 27, the Novi City Council
approved its first Brownfield project for the Oxid Corporation. Oxid
will be located at 25275 Regency Drive. A Brownfield refers to
industrial or commercial property that is underused and will be
redeveloped. Oxid will breathe new life into this parcel, further
enhancing Novi’s stake as a strong economic engine.
Oxid was founded in 1980. It
manufactures high-power laser beam delivery systems and components
that are used in industrial manufacturing, medical laser system beam
delivery components, and recently department of defense contracts.
Initially these components were used in industrial laser systems by
various customers. By 1986 a significant market started to develop
for human medical laser system beam delivery components. Oxid
Corporation was formed in 1986 to sell and service to this segment
of the market, and is now a recognized brand name world-wide in
medical laser beam delivery. Oxid Corporation subcontracts its
manufacturing to Laser Mechanisms, Inc., which is located in the
same building complex on Regency Drive. Oxid also contracts for its
management, sales, and engineering labor to develop and sell new
products from Laser Mechanisms.
A total of 25 jobs would be created/retained at the Novi
location. Oxid makes a practice of hiring workers who can grow into
higher level jobs based on their previous education and experience
level. In addition to their direct hires, Oxid uses several local
subcontractors for all of its machining, sheet metal, and circuit
board work. These support companies will also be hiring new workers.
The existing buildings have been underutilized since their
construction in the early 2000s. Oxid is looking to relocate to
25275 Regency North, which offers 40% more space (22,000
square-feet) than their existing location in Farmington Hills.
The next step in the process is for the Plan to be approved by
the Oakland County Board of Commissioners after a public notice and
a public hearing as provided by statute.

support the expansion and development of its regional business and
growth objectives, ITC Holdings Corp. (NYSE: ITC) has appointed
Chief Financial Officer Edward M. Rahill to President of ITC Grid
Development, LLC. and has named Cameron M Bready to succeed Rahill
as Senior Vice President and CFO of ITC Holdings Corp. Bready will
also serve as Treasurer, a position formerly held by the company’s
chairman, president and CEO, Joseph L. Welch.
In this newly created position, Rahill will manage ITC Grid
Development and its subsidiaries and will be responsible for

Rahill had been managing the business activities of ITC Grid
Development while simultaneously acting as ITC Holdings’ CFO.
Growing business opportunities for ITC Holdings including ITC Great
Plains, LLC, ITC Panhandle, LLC, the upper Midwest and other regions
of the country have prompted the company to make the management
shift.
“Ed’s dedication, focus and efforts while CFO have helped ITC
achieve remarkable financial and industry success. Focusing his
leadership and insight on ITC Grid Development will be invaluable,”
said Welch. “As ITC continues to aggressively pursue regional
transmission projects in the Great Plains and upper Midwest states,
however, it has become clear that we need to dedicate Ed’s expertise
full-time to ITC Grid Development.”
Rahill joined ITC as CFO in 2003 and oversaw the company’s rapid
transition from a privately-held venture to a NYSE-listed public
corporation in 2005. Rahill will continue as Senior Vice President
of ITC Holdings Corp.
As Senior Vice President, Treasurer and CFO, Bready brings 15
years of financial and accounting experience to the company. Bready
will be responsible for the company’s accounting, finance, treasury,
and other related financial functions.
“We are pleased to welcome Cameron to ITC,” said Welch. “His
skills, leadership and experience in the utility industry will
position ITC for continued financial performance and as a recognized
leader in the electric transmission industry.”
Most recently, Bready served as vice president of finance at
Northeast Utilities in Hartford, Conn., where he was responsible for
the financial assessment and structuring of the company’s FERC
regulated transmission and state regulated distribution
infrastructure investments in the Northeast. He also oversaw
financial policy matters, including cost of capital and capital
structure requirements and dividend policy, as well as all corporate
financial planning and analysis functions.
Prior to this post, Bready served in various senior management
positions at Mirant Corporation, a large wholesale electricity
generator based in Atlanta, Georgia. Prior to Mirant, Bready worked
as a senior manager in the Transaction Advisory practice at Ernst &
Young and an audit manager for Arthur Andersen.
Bready holds a Bachelor of Business Administration degree from
Oglethorpe University in Atlanta. He is also a Certified Public
Accountant.
Both Bready and Rahill will be based in Novi.
